Note: Sukoon marks the lack of a vowel. Think of the way you pronounce "slant" versus "silent". In "slant," there's no vowel between the "s" and the "l". In Arabic, "slant" would be written like "s°lant" with a small sukoon to indicate there's no vowel between the s and the l.
